Of Military arrangements, but I may say that on the Kowloon territory being handed over to me, I conceive it to have been the duty of the Military Authorities to have applied for permission to hold all & any ground there or thereafter to be held by them.
I have useful information to the effect that interference with Military attempts to do so was made.
To adopt this particularly to the case under discussion, I must again point out that the Comd. R. Engineers had no more right to occupy land within this Colony, & erect buildings thereon, at their own will.
The propriety of asking for permission to do so was, I understand, suggested to the Comd. R. Engineers by him, & set aside by him, & I know that an unofficial letter from ... to Col. Mann, advising stoppage of works until ...'s return from Canton was disapproved of. ... to be furnished.
